The DRDO and Indian MoD, HAL are still talking while a program like the Tempest has already seen a demonstrator nearly 50 % by weight of the airframe, loaded on jigs. Astonishing considering there had been different designs from different Tempest partners (Japan and UK) which would've had to have some coming together for a common demonstrator that meets quite different needs (especially that of Japan).
The pace of a program as critical as the AMCA is simply not good enough. Nor for the Tejas Mk2 for that matter, where HAL is still not as far as where Team Tempest is!
